Paint comes from having a Pokémon with the Crush specialty crush berries (or from the shop). Each berry gives a common paint plus an occasional bonus paint:

How to unlock painting
Reach Bleak Beach and meet Smearguru — a Smeargle with the unique Paint specialty. Bring items to Smearguru to paint them; to repaint a whole house, ask Smearguru to follow you and lead it to the building.
Patterns
Beyond flat colors there are 98 patterns: 10 are available from the start, 66 come on items given by Vespiquen, and 22 come from Dream Islands. Applying a pattern costs 2 paints, just like a color.
